What might be possible is (if they were smart) have it as a paid DLC for GTA6, and it would have to be a seperate GTA6O from the standard GTA6O.

Because if they didn't, I believe that might hurt sales as many would prefer to play the cops and robbers GTAV instead. First, that would be attacked by the cheaters/hackers even harder than normal GTAO, second I don't think Rockstar would ever come out with something for 'the last game' like that as people would demand it also be incorporated in GTA6. It's rough idea which could be improved upon. We can arrest psychos and transport them to a station for money and if someone destroys the car they go free.
